Amidst heightened public concerns about immigration levels, particularly in the context of an ongoing housing affordability crisis, the Canadian government is contemplating the imposition of visa limits for international students. Criticized for its handling of immigration matters, the government faces scrutiny as the number of individuals relocating to Canada reaches unprecedented levels. Concurrently, the housing crisis affecting many Canadians has prompted considerations of restricting visas for both international students and temporary foreign workers.
The criteria for determining these limits remain uncertain, with potential factors encompassing the relevance of chosen study programs to labor market needs, the origin of students, the reputation of their intended institutions, and the regional housing conditions in Canada where they plan to study.
A November 2023 survey revealed that three-quarters of Canadians believe immigration exacerbates the housing crisis and strains the healthcare system, while two-thirds perceive an impact on the education system. Despite these concerns, a majority still recognizes the positive contributions of immigration to cultural diversity and the workforce. Notably, there has been a shift in public sentiment, with an increasing number expressing a desire for reduced immigration—rising from 39% in March 2022 to 48% in November 2023.
Similar to the UK, Canadian universities heavily rely on international students for financial stability. Any decline in student numbers could significantly impact the financial well-being of these institutions. In 2022, there were over 800,000 international students with active study visas, marking a 30% increase from the previous year and a 43% growth over the past five years. Projections suggest the total could rise to 900,000 in 2023.
